Rachel O'Dwyer Flynn is a Deputy County Executive for Fairfax County, VA, overseeing several departments: Planning & Development, Transportation, Public Works, Economic Initiatives, Environment, Land Development, and Code Compliance. Trained as an architect with a master's in engineering management and public administration, Rachel has over 35 years of experience in both private and public organizations as an architect, urban planner, director of planning/building/economic development and a real estate development executive. She has led many efforts to develop award-winning master plans, city-wide general plans, zoning reform, and historic districts.
